Seach Makes Easy

I am requesting quotes to develop a module that takes Simplenews newsletter nodes and schedules them for future mailing. The purpose is to allow admins to create a bunch of newsletters at once, and set a future date for each of them to be sent.
There is a Simplenews Scheduler module, but it doesn't really do what I'm looking for. For one thing, it only works at a set interval, rather than allowing each newsletter to have its send date set. For another, it creates 'editions' of one newsletter, and I would like the newsletters to be shown in 'Past issues', for which they need to be distinct nodes.
I envision a module that allows the admin (or whoever has Simplenews node creation permission) to set a send date for each newsletter created. Then cron would check for unsent newsletters, compare their send date to today's date, and send if they match.
Note that for my current purposes, this module needs to be developed for Drupal 5.x, since it will be running on a site with heavy ecommerce customization that is currently not worth upgrading. I am willing to kick in a bit of extra cash if you would also like to create a 6.x and/or 7.x version, for the good of the community.
Thanks in advance.
